Woman’s Health Abnormal Hair Growth?

I am female in my 20’s and 1 Year ago i got tested for hormones, thyroid, diabetes, and PCOS for those of you who know what i mean please answer honestly, all came back normal and fine. Doctor told me I was able to get pregnant and i even get my period every single month and have never missed one (even know i hurt very very badly.) I have had a very bad issue happen to my body since i started noticing it since high school where abnormal hair growth i mean abnormal to a tee dark dark hair looks like a mans chest growing on my neck and chest everywhere!!! I shaved it off for a few years and then went and got laser surgery twice and it slowed the hair down but it started coming back when i didn’t finish the treatments. Can anyone research or help me with what might be the answer to what is wrong with me or is this normal? I started recently a year ago seeing it start to grow on my chin really bad and it is very embarassing i dont have a clue what to do to make this STOP i have to pluck almost 200 hairs a night they are dark and my skin is white please help!?!
