Is there a condition that causes insulin to make diabetes worse?

My mother has diabetes, but every insulin she has used makes the sugars spike dangerously high and makes her terribly sick,causing severe seizing of her muscles. we heard about a condition where the liver can’t process the insulin properly,so it can’t leave the body, but we’ve been unable to find any information. the doctors in the area can’t seem to help.
